Package Delivery and Personal Item Storage in Common Areas Policy

Based on advice from experts, the WCA Board implemented elevated security systems and procedures. The primary goal of this action is to restrict access to the residential areas of our facility. Further, to avoid problems with unsightliness and clutter and improve security, a policy has been previously adopted limiting delivery of packages to the front room in the lobby. 

The WCA Board, having considered the continuing need for increased security and control of the use of common areas, has adopted the following Amended and Restated Policy:

  1. The delivery of packages or engagement of repair and maintenance contractors to residents of The Whitney shall be limited and controlled as follows: 
    1. Only personal guests or individually authorized service personnel shall be granted codes for access to the residential areas. Normally residents should meet service personnel and/or contractor(s) in the lobby and escort them to their residential unit. 
    2. Delivery personnel shall not enter the common hallways, stairwells, or elevator. 
    3. All packages shall be delivered solely to the front lobby and placed in the front room. Packages shall not be delivered to a resident’s front door nor left in any common element area such as a hallway or entrance area. 
    4. Residents should meet delivery agents of fresh food or to-go orders in the lobby and  collect the items. Uncollected food left in the front room is a potential health concern and should not occur.
    5. It is expected that packages will be collected from the front room each day. Extenuating circumstances such as unexpected gifts and travel plans may complicate this objective. Residents are  encouraged to notify the addressees of packages left in the front room for more than a couple of days so that arrangements can be made to collect the items.  
  2. The placement or storage of personal articles, including packages, in the common elements including hallways and corridors as well as entrances is prohibited in the By-Laws.
  3. Repeated violations of either policy may result in imposition of fines. Such fines would not be imposed if there were extenuating circumstances. Deliveries around holiday seasons may also create issues about timely removal. Fines will not be assessed until notification of and discussion with the residents involved have occurred.
